Chudley is a rich snob who runs the Fine Goods and Fancy Trinkets emporium in Twilight Princess, and cares only about making money. One of the items in his possession is the Magic Armor, which completely protects the user from all harm and powers itself - all at the cost of 2 rupees a second.
Given Chudley's wealth, wearing the Magic Armor (which was already in his possession), would have essentially made him an invincible one-man army who could have easily defeated anyone or anything in combat.
So that being said, and considering the substantial gain in both social status and wealth that would come with toppling a tyrannical king, why didn't Chudley bother to defeat Ganondorf?

@Wondercricket - I don't know a single thing about the game or characters, but it sounds like OP thinks there's some sort of "investment" in using the armor to win based on the last sentence that Chudley could essentially leverage (not saying it's realistic, just pointing it out). I think there could be an argument that the question as it stands is about the plot/character motivations and that it's not opinion-based, however, I don't think it's a strong argument.

In fact, in most of the games (including Twilight Princess), the final blow can only be performed with the Master Sword. One needs the sword that seals the darkness in order to actually seal the darkness.

There's quite a difference between being able to withstand Ganondorf's attacks due to magical armor and actually beating Ganondorf. As invincible as the armor would make him, I highly doubt Chudley possesses the martial skill necessary to do any damage to the King of Evil, even if he did have the Master Sword. All Ganondorf would have to do is trap Chudley in some magical prison until the armor's invincibility wore off, and then crush him.

Ganondorf was hiding within Hyrule Castle, around which he placed a seal to keep any intruders away. His seal proved powerful enough for Midna to require the combined power of all 4 fragments of the Fused Shadow to break it.
Thus, Chudley would've not only needed the cooperation of Midna, he would've also needed to find the fragments and reach them.
Considering Link and Zelda were the only Hylians capable of communicating with Midna, Chudley would've never been able to defeat Ganondorf, simply because he would've never had the opportunity to face him in the first place.
