          So I performed a little science and learned the answer. There seems to be a 13% baseline corruption minimum in the Modern Era. It is 13%. This is the lowest corruption value attainable. Earlier phases have higher minimum corruption values. I have not gleaned this particular information yet.



          The highest possible corruption value is 39%.

            In moder age I was having treasury losses because of rampant corruption.
            I managed to lower it from 21% to 11% by issuing all above constitutional amendments except from Media that I choose to stay with subsidized media. So it could go lower then to 9% maybe. I am fine with 11% for now my income started to grow :) but I am having to manage an employment issue for now :/
