the mad king Radovid gets killed
by Philippa Eilhart.
Is it possible to kill him myself? Or might there be a possibility that any other NPC gets the killing blow? (Vernon Roche or Ves for example)

No, unfortunately, the killing blow will always be given by Philippa. Well, she deserves the right to do it :)

I've wanted to kill Phillipa since I first met her in game years ago! Why, oh why, can we not have an opportunity to kill her, either after she kills Radovid, or before (and kill the madman ourselves as the OP suggests) and rely on Yennefer to open the door to the elven ruins in The Sunstone quest? She's such a horrible biatch, and a threat to Ciri, and Geralt gets to kill people with far less provocation...
